The revenue of domestic companies providing IaaS services increased by 34% in 2023, said Dmitry Gorkovenko, Director of Business Development at iKS-Consulting, at the Telecom forum on April 9. According to him, this is one of the highest figures for the Russian IT market, so banking organizations, large service providers, and investors are its potential stakeholders.
The IaaS industry is in an active consolidation phase, with around 20 players currently operating in it.

The cloud market is still very young: it has existed for less than 10 years, noted Alexander Osipov, Director of Cloud and Infrastructure Solutions Development at MegaFon, at the forum. He added that large companies have only recently begun investing in this IT segment, and now not only large businesses, but also small and medium businesses are becoming clients of cloud services.

ON THE THRESHOLD OF CHANGE
Two years ago, the State Duma adopted amendments to Federal Law No. 126 "On Communications" in the first reading, Dmitry Gorkovenko, director of business development at iKS-Consulting, told RSpectr. These amendments legally enshrine the concept of "data center", and the commercial data center market is effectively becoming regulated.

- We expect the amendments to be adopted in the autumn session, after the parameters of the national project "Data Economy" are approved. In the new regulation, the data center acquires the legal status of a communications facility. In turn, this will allow distinguishing data center operators from, for example, miners.
The requirements of large corporate customers for commercial data centers and cloud providers are very high, both in terms of FSTEC certification and in terms of compliance with service level agreements (SLA) and working with personal data. The adoption of the amendments will allow commercial data centers and cloud providers to operate within the legal framework and comply with these requirements, the expert believes.
Along with the growth of the cloud market by an average of 35-40% per year, the telecom industry also shows positive dynamics in the consumption of cloud services, Artem Voynov, head of sales at T1 Cloud, commented to RSpectr.
